Since 2013 and presumably until at least the end of 2030, Switzerland’s revised CO₂ Act will impose new offsetting obligations on fuel importers. Importers are obligated to offset a portion of the CO₂ emissions caused by the fuel used for transport in Switzerland (domestic offsetting) and following the ratification of the revised CO₂ Act, a portion of their emissions will need to be offset (compliance market) abroad (international offsetting).
The Foundation for Climate Protection and Carbon Offset KliK relieves the oil companies it is contractually associated with of the statutory obligation to offset the CO₂ emissions generated by their use of fossil fuels.
Compulsory Domestic Emissions Reductions
Specifically for the compliance market, myclimate is developing domestic climate protection programmes and projects in line with FOEN/SFOE guidelines and is supporting the project owners and implementers through the process, right up to the issuing of attestations. myclimate provides support for the project development as well as the purchase and sale of official attestations.
myclimate has many years of experience in the development of Swiss projects and programmes. Based on the requirements and guidelines of international climate protection projects, myclimate has already been developing Swiss climate protection projects for the voluntary compensation market since 2007. The first emission reductions for the compliance market according to Federal Office for the Environment (FOEN/SFOE) guidelines come from a myclimate climate protection project. Since then many programmes and projects have been added.
Compulsory International Emissions Reductions
Under the provisions of the revised CO₂ Act, which has yet to be ratified, fuel importers or the Klik foundation as offsetting organisation will now be obligated to offset a portion of greenhouse gas emissions abroad by means of carbon offset projects. Some 35 million tonnes of CO₂ must be avoided between 2022 and 2030 by means of international measures.
Only shortly after the revised CO₂ Act has come into effect will the binding rules on the recognition of international emissions reductions be known. Nevertheless, as early as 2018, the Klik foundation has been building a portfolio of activities abroad, with which the offsetting obligation can be fulfilled.
myclimate is developing carbon offset programmes for Klik in Senegal and Georgia, with more countries who have a bilateral agreement with Switzerland to be added in future (bilateral climate protection). Together with local partners, climate protection measures are developed and implemented on behalf of Klik. The resulting ITMOs (internationally transferred mitigation outcomes) are bought by Klik for use in Switzerland. These creditable international certificates (ITMOs) must simultaneously fulfil the requirements of the Paris Agreement and the Swiss CO₂ Act. One of the first programmes realised in cooperation between myclimate and Klik is the innovative project EcoCar Solaire in Dakar, the capital of Senegal.
